DGHE has initiated the IMHERE (Indonesia - Managing
Higher Education for Relevance and Efficiency)
project recognizing the importance of higher
education in the development of the nation’s
competitiveness and cognizant of the fact that the
system is currently facing various shortcomings
and weaknesses. The overall IMHERE project
financially supported by the World Bank, is
designed to embrace the enhancement of managerial
capacities and financing mechanisms within the
Ministry of National Education and higher
education institutions for improving the
efficiency, relevance, quality and equity of
Indonesian higher education. In order to achieve
the overall objective, IMHERE project is arranged
in 2 (two) major components, i.e. 
Component 1: Higher education system reform
and oversight
Component 2: Grants for Responsive and
Efficient Allocation and Resources

Expansion of competitive grants to public and
private HEIs

Grants for strengthening management capacity in
public HEIs and for initiating performance-based
contracts at autonomous HEIs

non-autonomous public HEIs in preparing their

capacity during the transition period toward full
institutional autonomy conditions
